Today, I rise in strong support of this resolution reasserting the primacy of the Congress in the power to wage war.
In our democracy, under our Constitution, we do not give the awful power to wage war to one individual because the history of nations has taught us the dangers of concentrating such power in a single hand.
The costs of war are so enormous, the resulting consequences to our nation are so immense, that since the founding of our nation we have determined that only the collective, reasoned judgement of our elected representatives should have that power.
The Trump administration was rocked by yet another scandal late Monday night when National Security Advisor Michael Flynn abruptly resigned his post after only 24 days on the job. The buzzards had been circling for several days as President Trump first denied any knowledge of the scandal, then ignored questions about Flynn and finally in a stunning attempt to alter reality to fit his personal narrative tweeted:

I strongly oppose this bill that uses dangerous procedure to advance dangerous policy to erode our important firearms background check system and undermine public safety.
In response to the tragic mass shooting at Virginia Tech, the National Instant Criminal Background Check System Improvement Amendment Act was passed by Congress unanimously and signed into law by President Bush because everyone agreed that we need federal and state agencies to submit relevant information to maintain an accurate, effective system.
Mr. Speaker, I rise today, along with other Members of this body and tens of millions of Americans in every corner of our Nation, to express my profound sympathy and heartfelt condolences to the families and friends of the 49 beautiful young people of Orlando whose lives were stolen Sunday morning. We may never know the kind of hatred, what kind of sickness moves an individual so vehemently with such unchecked racism and homophobia to commit mass murder allegedly in the name of one or more terrorist causes.
Congressman Danny K. Davis (IL-07) today issued the following statement reiterating his support for the Joint Comprehensive Plan of Action (JCPOA), the nuclear agreement reached between the P5+1 nations and Iran.
“This month marks the 70th anniversary of the nuclear age. The dangers of nuclear war remain very real but the path to contain the nuclear demon has not been easy. The Iran Nuclear Agreement is the latest attempt to reduce the nuclear danger and perhaps one of the most complex set of issues ever confronted in shaping an international agreement.”
