FY27 Community Project Funding (Calendar Year 2026)

In compliance with House Rules and Committee requirements, all requests submitted by Congressman Davis to the Appropriations Committee are posted below in the time periods set by the Appropriations Committee. In addition, Rep. Davis has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.
Projects Requested for FY27
Listed below are the 20 projects Congressman Davis submitted to the House Appropriations Committee for consideration for FY27 Community Project Funding. This year, the House Appropriations Committee prioritized projects by governments. Of the projects selected, 30% focus on providing clean drinking water and improving wastewater management to limit sewer overflows, 25% focus on improving housing security and affordable housing, 20% focus on improving community safety, 10% focus on education, 10% focus on providing recreational opportunities for communities, and 5% focus on improving health. The projects meet many important needs of constituents across the 7th Congressional District. Projects are listed in alphabetical order:
Access Community Health Network
The ACCESS Madison Family Health Center Modernization project would modernize ACCESS Madison Family Health Center by upgrading clinical space, laboratories, and building systems. The project is an appropriate use of taxpayer funds because increasing the Center's daily patient capacity, reducing wait times, and enabling more comprehensive diagnostic services on-site expands the community's access to quality, affordable medical services where they are needed most, improving chronic disease management for low-income residents, reducing costly emergency room utilization at area hospitals, and lowering long-term public healthcare expenditures.

Chicago Housing Authority
The Clybourn and Larrabee Redevelopment Project would support the initial phase of redeveloping currently-vacant land within the former Cabrini Green neighborhood into 121 new units of mixed-income rental units. Providing much-needed public housing and market-rate units to the community is an appropriate use of taxpayer funds because it will help address the housing shortage in Chicago and allow moderate- and low-income households to increase their housing security and economic stability while living in an in-demand area of Chicago typically accessible only to high-income households.

Chicago Housing Authority
The Loomis Courts Redevelopment Project would redevelop and restore Loomis Courts, an existing CHA public housing development providing 126 units in two 7-story buildings in the Near West Side community of Chicago. Providing much-needed public housing to the community is an appropriate use of taxpayer funds because it will help address the housing shortage in Chicago, increase the housing security of and access to in-demand neighborhoods by low- and moderate-income households, and revitalize a neighborhood by redeveloping deteriorating public assets.

Chicago Park District
The Columbus Park Refectory Improvements project would support the renovation of the historic Columbus Park Refectory in the Austin community. This project is an appropriate use of taxpayer funds because it helps ensure that an historic, frequently-used community events venue remains available to meet local needs for public amenities for events, recreation, and public engagement

City of Chicago
The Chicago Neighborhood Rebuild project would acquire and redevelop vacant single family and 2-flat properties in disinvested communities of Chicago's South and West Sides and then sell the properties at affordable prices. Creating affordable home-ownership opportunities from vacant properties is an appropriate use of taxpayer funds because it helps address the local affordable housing crisis, build generational wealth, stabilize neighborhoods, and improve the well-being of residents in Chicago.

City of Chicago
The Englewood Affordable Housing Development Project would support development of 72 units of mixed-income, community-oriented rental housing the Englewood community of Chicago. Providing much-needed rental units and small-business space by developing a long-vacant school is an appropriate use of taxpayer funds because it will help address the housing shortage in Chicago, increase the housing security of low- and moderate-income households, provide small-business and community-serving spaces, and revitalize a neighborhood by redeveloping long-vacant land and promoting economic activity.

Cook County Sheriff’s Office
The Cook County Sheriff’s Office 911 Call Center Upgrade Project would improve interoperability, law enforcement effectiveness, emergency response times, and community safety. Modernizing the 911 Call Center to enhance interoperability is an appropriate use of taxpayer funds because it will increase law enforcement effectiveness by improving information sharing, allowing faster processing of emergency calls, and shortening response times to emergencies - thereby reducing crime and improving public safety.

Harold Washington College
Harold Washington College Library Improvements project would modernize the Harold Washington College library by creating new instructional space for training in engineering and cybersecurity as well as contemporary spaces for individual and collaborative work. This project is an appropriate use of taxpayer funds because providing contemporary class and work spaces supports student success and expands pathways for students to develop the industry-ready skills needed to obtain evolving technology-focused jobs, improves educational opportunity, professional skills, and the economic development of communities.

Malcolm X College
MXC Technology Lab Renovation and Equipment Upgrade project would renovate instructional space and upgrade equipment to train students in industry-transforming technologies, including artificial intelligence, robotics, and related emerging technologies. This project is an appropriate use of taxpayer funds because expanding pathways for students to develop the industry-ready skills needed to obtain evolving technology-focused jobs across multiple sectors improves educational opportunity, professional skills, and the economic development of communities.

Proviso Leyden Council for Community Action Inc.
The PLCCA Youth Empowerment and Justice Support Program project would expand a successful youth crime prevention program that reduces crime, engages youth, and provides alternatives to incarceration for persons who pose no danger to the community. The project is an appropriate use of taxpayer funds because helping justice-involved youth achieve better education, employment, health, and legal outcomes reduces recidivism, alleviates resource constraints on law enforcement and judicial systems, improves economic well-being, and increases community safety.

Village of Bellwood
The Bellwood Neighborhood and Housing Revitalization Project would remove long-standing vacant properties and build affordable, single-family homes that meet the needs of local families. Creating affordable home-ownership opportunities from vacant properties is a valuable use of taxpayer funds because it helps improve housing security, promote community stability, spur economic development for families and the Village, and revitalize neighborhoods with underutilized lots.

Village of Berkeley
The Berkeley Water Improvement Project would improve the Village's drinking water infrastructure by replacing lead service lines to prevent lead exposure and address public health risks. The project is an appropriate use of taxpayer funds because it will improve public health by eliminating exposure to lead and ensuring reliable and safe drinking water.

Village of Broadview
The Village of Broadview Water System Improvements project would improve the drinking water infrastructure by replacing lead service lines within the Village’s water distribution system. The project is an appropriate use of taxpayer funds because it will modernize critical drinking water infrastructure, eliminate lead service lines, and enhance the long-term safety and resilience of the Village of Broadview’s water distribution system

Village of Forest Park
The Forest Park Sewer System Improvements project would improve sewer system management by replacing or repairing outdated, limited, and failing sewer pipes. This project is an appropriate use of taxpayer funds because it will improve the combined sewer system functioning, storm water management, and public safety by reducing severity and frequency of sewer backups and overflow and reduce roadway flooding during periods of heavy rain.

Village of Hillside
The Community Campus Improvements Project would support the Village of Hillside in developing an accessible, multipurpose community center and upgraded site amenities, with a particular emphasis on Phase II: the Senior Activity Center. The project is an appropriate use of taxpayer funds because the project meets the local need for free, accessible, public amenities for events, recreation, and public engagement.

The North Riverside Police Technology Enhancements project would modernize critical public safety technology focused on communications, training, community monitoring, and unmanned technology to assist in law enforcement responses. Village of Oak Park
The Village of Oak Park Water Distribution System Improvements project would improve the drinking water infrastructure by modernizing the system of watermains and distribution pipes to prevent contamination caused by leaks or breaks and to maintain water pressure at safe levels. This project is an appropriate use of taxpayer funds because it will reduce the need for frequent and costly repairs to the water distribution system, improve public health by eliminating exposure to lead, and ensure stable, reliable, and safe drinking water.

Village of River Forest
The Village of River Forest Storm Sewer Project would improve stormwater conveyance, thereby protecting residential properties from potential sewer overflows and backups common with combined sewer systems. The project is an appropriate use of taxpayer funds because it will reduce the severity and frequency of sewer overflow and property damage during periods of heavy rain, improving the combined sewer system functioning, storm water management, and public safety.
