The American economy is not working for most Americans. While corporations and the wealthy continue to capture the rewards of a growing economy — working families and middle-class Americans are being left behind. From 1980 to 2017, average incomes for the bottom 90 percent of households increased just 1.1 percent, while average incomes for the wealthiest 1 percent increased more than 184 percent. This inequality is not a natural product of a functioning economy.

Davis (IL-07) led a letter to the Commissioner of Social Security, Andrew Saul, to oppose the Trump Administration’s proposed rule to cut Social Security and Supplemental Security Income disability benefits. The letter was signed by 124 Members of Congress.

Today, I rise in strong support of this resolution reasserting the primacy of the Congress in the power to wage war.

In our democracy, under our Constitution, we do not give the awful power to wage war to one individual because the history of nations has taught us the dangers of concentrating such power in a single hand.

The costs of war are so enormous, the resulting consequences to our nation are so immense, that since the founding of our nation we have determined that only the collective, reasoned judgement of our elected representatives should have that power.

The Administration’s January 2, 2020 rash, provocative drone strike at the Baghdad airport which killed Iranian General Qassem Soleimani was taken without Congressional authorization or consultation and represents a reckless escalation of tensions between the United States and Iran and threatens to inflame conflict across the Middle East. The erratic statements and actions of the Administration has escalated U.S. - Iranian relations into a cycle of conflict with the potential to spiral rapidly out of control.
